Obviously Sheriff Clark view is from an administration and law enforcement / corrections perspective. This is the same Sheriff with other correctional viewpoints (For one, do away with libraries in prisons.) that go against the heart of sincere prison rehabilitation which is not found in most American prisons facilities objectives. But when you look at the financial crisis that is affecting all American institutions, it's hard to argue his reasoning for being against Milwaukee County Jails paying for inmate's transportation to find, or work jobs under the Huber Law of Wisconsin.
Really, what jobs do inmates presently incarcerated have a chance of landing when law abiding unemployed citizens can seem to find in these hard financial times here in Milwaukee Co, and if they are working under the law they should be able to afford transportation to work and back to jail.
The remedy lays with Milwaukee County Jail rehabilitation objectives for inmates. Is there a jobs plan? Obviously yes and no. Well does the Milwaukee County seek outside manufacturing contractors to provide jobs and training to inmates as a jobs plan within the institution or at their business? There may be such efforts present now and if so then stick to the plan. Let Sheriff Clark manage his budget to the best of his abilities without judging his character.
Now I do not know the heart of Brotha Clark, but obviously to this on looker the viewpoint of the Milwaukee County Jail is one of a holding and feeding cages for societies convicted outlaws to serve the prison time they obviously have earned then to be let loose back into society again to do what after time served?
The problem is not Sheriff Clark's. He is doing his job rather we disagree with his methods, or not disagree.
The problem is the American penal institution which cages and feeds societies outlaws then release most of them back into society with no rehabilitation while incarcerated only for it seems the majority to be drawn back into unlawful behaviors.
